Nearshoring MX-US

For plants that answer to two countries

A plant in Mexico with 16 or more people is under NOM-035. A corporate office in the US wants the report in English. US engagement tools do not do NOM-035, and local consultancies do not do bilingual engagement. That gap is the whole reason Bloomder exists.

Weekly Pulse — Assembly, Shift B Sample

4 questions · anonymous · under 2 minutes

01Did you have the tools, parts, and staffing you needed to do your job safely this week?
02If you spotted an unsafe condition or a near miss, would you feel comfortable reporting it?
03How predictable was your schedule over the last two weeks?
04Does your supervisor treat the crew with respect?
What you get back
Minutes after the survey closes, Bloomder scores burnout and turnover risk for each shift and line, tracks eNPS over time, and writes plain-language actions your plant manager can actually run.
What you actually want

“Let them knock on the door any day”

That the STPS can show up on any given day and the file is ready. No fines, no scrambling, no stoppage. That your people are engaged at the plant and at the corporate office, that they stop leaving without notice, and that you can prove to Finance and to headquarters, with numbers, that HR is protecting the business. All of it without becoming an expert in the norm and without hiring a consultancy at consultancy prices.

That sentence is the whole specification. Everything below exists to get a plant to it.

Where it hurts

Four stages, twenty-two problems

Before you decide

You are not certain you comply. An inspection would find that out. You have no file. You do not know why people are leaving. The plant will not answer a survey written in English. The US tools do not do NOM-035 and the local consultancies do not do engagement. Consultancies are expensive and slow. The data is sensitive and you need to know the anonymity is real. And you still have to convince Finance and the HQ to spend the money.

While you implement

Loading and segmenting employees is tedious. Many operators have no corporate email. Setup takes time you do not have. And then you have to get people to actually answer.

Once you are running

Interpreting the results and knowing what to do. Getting managers to act. Showing improvement over time. Survey fatigue. Reporting upstairs in English. Keeping the file current for the next audit.

What you are actually afraid of

That the fine arrives anyway. That turnover does not come down. That nobody uses the tool and you have thrown the money away.

The 035 Shield Program is the answer to all twenty-two →

Manufacturing turnover doesn't start at the exit interview.
It starts on the floor.

Plants rarely lose people for reasons nobody could have seen. They lose them for reasons nobody asked about in time — because the listening tools were built for office workers with laptops and calendars.

Shift work and deskless crews

Rotating schedules, mandatory overtime, and last-minute shift changes wear people down long before anyone files a complaint. Meanwhile the people carrying that load never open a company email, so annual engagement surveys quietly measure the office and miss the floor.

Anything that requires a laptop, an intranet login, or twenty minutes of quiet is not a listening tool for a plant.

Safety culture and silent near misses

A near miss that never gets reported is a lagging indicator you never receive. When crews believe reporting slows the line, embarrasses a supervisor, or lands on their record, the incident log looks healthier than the plant actually is.

Psychological safety is the input; your safety statistics are the output. Only one of the two can be surveyed weekly.

The first 90 days, and the supervisor

New hires who leave inside three months usually decided in week two: unclear training, a rough handoff, a crew that never made room for them. By the time an exit interview captures it, you are already paying to backfill the same role twice.

And the single relationship that decides whether someone stays is the one with their direct supervisor — which is exactly the topic nobody raises when their name is attached to the answer.

Built to survive a plant floor

Not an office engagement platform with a manufacturing page bolted on. These are the constraints a plant actually has, and how Bloomder is designed around them.

3–5 questions, under two minutes, any phone

A Bloomder pulse is short enough to finish during a break. Employees open a one-time link in a phone browser — no app install, no company login, no training session. That is the difference between a 12% response rate from the floor and a number you can act on.

Anonymity that holds up to a supervisor question

No result is revealed for a crew or a shift until at least 5 different people have answered. That is what lets you ask about supervisor behavior, unreported near misses, and forced overtime and get an honest answer instead of a safe one.

Segment by shift, line, department, or site

Burnout and turnover risk scoring, eNPS, and trend detection all report at the team or segment level, so night shift never hides behind the plant average and one struggling line stays visible. Risk scoring is deliberately team-level — Bloomder does not profile individual employees.

AI insights written for a plant manager, not an analyst

The moment a survey closes, one click has Claude read the responses and return what changed, where, and what to do next in plain language — in about a minute. Start from the 50+ included HR templates — onboarding 30/60/90, burnout and stress, manager effectiveness, NOM-035 — and be live in under 10 minutes. How AI insights work →

One survey program, both sides of the border

Manufacturers running plants in Mexico and the US carry two different psychosocial-risk obligations. Bloomder documents both from the same weekly pulse instead of two separate paper exercises.

NOM-035 — Mexico

NOM-035-STPS-2018 for plants and maquiladoras

NOM-035 is a mandatory standard from the Secretaría del Trabajo y Previsión Social requiring employers to identify, analyze, and prevent psychosocial risk factors at work. Formal risk-factor identification is required starting at 16 employees, which puts essentially every plant and maquiladora in scope. Bloomder covers all 72 indicators with audit-ready exports, so the evidence for an inspection is a report you already have rather than a project you have to start.

ISO 45003 — USA

ISO 45003, NIOSH Total Worker Health, OSHA due-diligence

For US operations there is no NOM-035 equivalent, but there is expectation. ISO 45003 is the international standard for psychological health and safety at work, and it supports the NIOSH Total Worker Health framework. A continuous pulse program also builds the ongoing evidence trail that supports OSHA General Duty Clause due-diligence — a documented record that you monitored psychosocial risk and acted on what you found.

Every replacement hire is a line item

In a plant, turnover is not only a recruiting cost. It is retraining, slower cycle times, more scrap while a new operator gets up to speed, and more overtime for the crew covering the gap.

up to 2×

Replacing one employee costs up to two times their annual salary — before you count lost productivity on the line while the seat is empty.

The directional turnover reduction Bloomder's own ROI calculator uses for Manufacturing and Automotive. It is a modelling estimate to help you size the opportunity, not a guarantee or a measured result — your outcome depends on your workforce and on whether you act on what the surveys surface.

Bloomder ROI calculator assumption

Run the numbers with your own headcount, average salary, and current turnover rate. The calculator is directional by design: it shows what a given reduction would be worth to you, not what Bloomder promises to deliver.

Risk, reversed

Three guarantees, in writing

Audit-ready file, or you do not pay

Your NOM-035 file is audit-ready within 30 calendar days of kickoff, or the following month is free, and every month after it until we deliver, up to three.

Participation, guaranteed

We agree on a participation threshold in writing before the first cycle opens. If that cycle closes below it, we keep working at no additional cost through a second full cycle, run within 90 days.

Audit support

If you are inspected while the program is in force, we help you prepare the NOM-035 documentation at no extra charge, up to ten specialist hours per inspection.

What we do not guarantee is that you will never be fined — that decision belongs to the STPS. The three above are binding and their limits are stated in section 15 of the Terms. They apply to 035 Shield Program customers.

Questions plants ask us

How do you survey plant workers who do not sit at a computer?

Each employee receives a one-time link that opens in any phone browser. There is no app to install and no company account to log into, so the personal email addresses you already keep on file are enough. Because a Bloomder pulse is 3–5 questions and takes under two minutes, it fits inside a shift break instead of competing with production time.

Does Bloomder cover NOM-035 for our plant in Mexico?

Yes. Bloomder includes NOM-035-STPS-2018 templates covering all 72 psychosocial risk indicators required by the Secretaría del Trabajo y Previsión Social, with audit-ready exports. Formal risk-factor identification is required for employers starting at 16 employees, which covers most plants and maquiladoras. See the NOM-035 details →

Can we compare results by shift, line, or plant?

Yes. Results, eNPS, and burnout and turnover risk scoring are reported at the team or segment level, so you can organize employees by shift, production line, department, or site and compare trends between them. Bloomder does not produce individual-level predictions about specific employees — the scoring is deliberately aggregate.

Will supervisors be able to see who said what?

No. No result is revealed for a crew or a shift until at least 5 different people have answered, and that floor cannot be lowered by a supervisor or a plant manager. That is what makes it usable for the questions plants actually need answered — how a crew feels about its supervisor, or whether near misses get reported without consequences.

How long does it take to roll this out across a plant?

Initial setup takes under 10 minutes: pick a template from the 50+ included, upload your employee list, and set a weekly or biweekly schedule. Sending, reminders, and survey close are automated after that. The Free plan covers up to 25 employees at no cost, and paid plans include a 14-day free trial with no credit card required.
